I lived outside Canada with my wife who is a Canadian Citizen for more than 730 days. As per the CIC rules I deem to have complied with the RO.

I want to renew my PR Card now and one of the additional documents to be provided to prove your residency is the Notice of Tax Assessment (NOA). Since I was a non resident I have not filed the tax returns and I cannot get this document.

The Consultant who is handling my application is insisting that I should provide this. Otherwise I am at a disadvantage.

In the mean time I have obtained CHRP (Certified HR Professional) Certification from CCHRA (Canadian Council of HR Association) by taking 2 very tough exams. This is a post secondary qualification and only Bachelor Degree Holders can earn this certification. My consultant tells me that this document is not good enough as an additonal evidence document as it was obtained through distance learning and not by residing in Canada.

I sought the opinion of another reputed Immigration Lawyer and he tells me that the NOA is definitely required for those applying to renew the PR by showing that they were physically residing in Canada. In the case of persons like me who are accompanying a Canadian Citizen abroad it is upfront understood that they were not physically present in Canada and the NOA is not required, but other documents to prove that the 2 were living together abroad are requried.

Please can you advise if there is anything in the Immigration Rules regarding this subject.

Thank you for sharing your situation and question with us.

You may want to try and contact Citizenship and Immigration Canada (CIC) directly to ask your question and share your situation regarding the conflicting information you are receiveing.

We have had some of our users previously state that they have been able to contact CIC from abroad by dialing 1 613 944 4000. Listen to the options to get to CIC. Then you should be transferred to the CIC Call Centre.

Please note though that some have reported that it did not work for them or that it is no longer working.

You may want to give it a try.

Renewal of PR Card for Non-Resident accompanying a Canadian Citizen Family Member

Hello Everyone,

Have searched on this forum and elsewhere on the google, but could not find any answer and hence posting here, since it is related question but slightly different

Here is the Question / Scenario

Me (Canadian Citizen) and my wife (PR Card Holder) have been living outside Canada now for 4 years

1- Since we are living outside Canada, and have no ties or income from Canada, we (both of us) have not applied for any tax returns

2- Now my wife has to renew her PR card, and in the form => Application for a Permanent Resident Card [IMM 5444] (PDF, 858.76 KB) <=
on page 3, it mentions a Tick Box: Notice of Assessment from Canada Revenue Agency CRA

Now, searching CIC website

Now my question
1- Do we need to apply for Tax returns ?
2- What needs to be done ?



Second Part is about UCI
since my wife never renewed her PR, and this her first time, so we don't have UCI number, so please correct my understanding, --> this means we can leave UCI number blank or write N/A (not applicable)

What is a UCI?

UCI stands for “unique client identifier.” It is also known as a client identification number (client ID). It appears on official documents you get from Citizenship and Immigration Canada (CIC). It has four numbers, a hyphen and four more numbers. (Example: 0000-0000).

If you are applying to CIC for the first time, you will not yet have a UCI. If so, and you are filling out a form that asks for one, write “Not Applicable” or “N/A” in the space provided.

If you are applying online and the form does not allow you to input “N/A,” leave the space blank.

You may be able to find some helpful information in our previous Settlement.Org PR Card Renewal Application - Outside Canada discussion thread.

According to the ENF 27 Permanent Resident Card manual,

R56(2) states clearly that a PR card application must be made in Canada.[...]The CPC may refer a case to a local CIC if all or part of the application originated from outside Canada, and if there are questions as to the client’s identity, status or residency history, or the authenticity of the documentation. Clients must report in person to pick up their card in Canada, in accordance with R58(3).


If she will be applying to renew her PR card from within Canada, from the information we have received previously from the IRCC Call Centre, if there are documents that you cannot provide, you should submit an accompanying letter stating the reason why it cannot be provided.

Regarding your second question, you can find some information on the Immigration, Refugees and Citizenship Canada website in the Where can I find my client ID/UCI? section. Here is an excerpt,

Where can I find my client ID/UCI?


This eight digit number appears on all documents you get from Citizenship and Immigration Canada (CIC). It looks like this: 0000-0000.


Look for this number on:

  • letters you received from CIC,
  • your immigration document such as a PR card, study or work permit.

If you do not have any of these documents but want to fill out an application form:

  • you can leave the field for UCI (Client ID) blank.

If you would like to contact Immigration, Refugees and Citizenship Canada, we have had some of our users previously state that they have been able to contact IRCC from abroad by dialing 1 613 944 4000 . Listen to the options to get to IRCC.

Some have reported that it is no longer working.

You may want to give it a try. If you do decide to call, let us know the outcome.
