How to apply, processing time, if you're outside of Canada...

Can my friend courier my PR card to me abroad?

I just landed on the 14th of July to activate my PR but I only have a month to spare. I am considering having my friend send my card via fedex or DHL to Australia and my question is wether it is illegal under the law to do so?

If it get lost what is my legal remedy?

Alternatively if I apply for travel document is it gurranted that Ii will get it?

Hello,

I send email to both Fedex Canda and DHL canada office. Fedex said that, it is legal to send the PR card outside of canada. but there may be some delays for the customs. DHL said that, they will send the PR card to the emabassy or high commission of canada in that particular country. But you people are saying that, customs can seize the card. what can i do now?? can you please give us a solid information??

Thanks for sharing your situation with us.

Neither us nor CIC recommend mailing or couriering your PR Card to a location outside Canada. The reasons are:
1. The card could be lost
2. The card could be stolen
3. Your identity could be stolen if a dishonest person gets hold of your PR Card while enroute
4. Factors beyond your control could significantly delay the delivery of the card (i.e. service strike, strife, etc.)

Further, CIC representatives have stated "there is an understanding between Canada Post and CIC that if a PR card is found to be internationally bound, then they have the right to intercept and return it to CIC." Also, there is a chance that the customs officials at the other end may seize the mail for whatever reason.

If you send the card outside of Canada, you do so at your own risk.

As stated above, the information we have received from Citizenship and Immigration is that no, it is not illegal to send it via a secure method or with someone else. However, they stated that there exists the possibility that it be seized if found.

Unfortunately, this is all the information we have regarding this.

Thanks for sharing the information. I called CIC today to get the confirmation on the policy. CIC agent said to me that it is illegal for a third person to carry a PR card outside the country. I am not sure if the agent was properly trained on all the policies but he was very clear in his response and advised me to use PRTD to enter the country.

As I am also in the same boat, I would like to know if there is a link or written response from CIC which clearly states that it is not illegal to the send the PR card outside the country using the secure method e.g. carrying by third party(friend or relative). This issue is creating confusion due to contradicting responses, so it would be helpful if you could provide more information on it for newly landed permanent residents :).

your friend or relative can carry your cards without any problem . there is no doubt about it.

using courier is still possible , but depends on customs .
i had mailed my home country ID to my friend for process in home country and there was no issue whatsoever in customs

Hi friends
I have read that for 2016 they are providing RFID PR Cards. These cards transmit information to be read by boarder police's systems. I am concerning if I send this card by some one, is it possible it could be siezed while at airport security/immigration checks??
They write on their website as

"When a PR is moving through a land border crossing, an RFID-enabled PR card is securely and accurately read by readers. As the RFID chip is read, the unique identifier is transmitted to a secure database and acts as the key to authorize the return of the traveller’s biographical information from the database. The information is displayed to the Border Service Officer as the vehicle pulls up to the inspection booth.

The installation of RFID chip readers at land border crossings is scheduled to begin in 2016."

All,
I'm in a similar circumstances. My PR card was mailed abroad to me by a relative but I never received the card...2months already.... My guess is that it has either been seized by customs/lost/ or stolen. I have to make an emergency trip in a week to Canada and limited time to get a PRTD approved. However, I still have valid visitor visa for travel to Canada. I was wondering if I can make travel plans with this visa and will be allowed entering into Canada without my PR card of PRTD.

Hi,

I landed in Toronto on May 2, 2016 for my PR using the COPR and the immigrant visa. I had to leave for work few days later.
I have a valid business visa. I am travelling to Canada soon for work reasons. Can I enter on business visa and pick-up my PR card whilst there, or do I have to get a PRTD ?

When the immigration officer cancelled by immigrant visa upon landing (in May), I asked him if the business visa will become void as I am becoming a PR. His response was that it doesn't become void.

I would appreciate some clarity on this issue. Thank you

1. No, your business became invalid once you "landed". You will need a PRTD.
2. The officer was wrong or you misunderstood him. The business visa is non PRs , you are now a PR.

Hello ,

I want to know if it is allowed for someone to carry PR card along with him. I know latest PR cards are having RFID so customs will intercept them when trying to send outside Canada. However wont they do the same at airport ? can i give a consent letter to my friend who will be coming few months after. Has somebody done it recently what does CIC say about this?
I know PRTD is an option but i am bit confused about supporting documents do i need to take help of a representative.

All this workarounds bcoz i have a commitment to my current employer till march 18 :(

As stated above, the information we have received previously from Immigration, Refugees and Citizenship Canada (IRCC) is that no, it is not illegal to send it via a secure method or with someone else. However, they stated that there exists the possibility that it be seized if found.

In both cases, the outcomes be problematic.

Unfortunately, this is all the information we have regarding this.
