Overcrowding By-Laws in Thunder Bay?

I have been searching the internet for hours on this topic and can't seem to find any clear information on this. One website states that the by-law for a habitable room must meet the requirements of the Building Code Act, 1992 - which is this complicated government document. Basically not helpful at all.

So my situation is this: I live in a one bedroom apartment with my boyfriend in Thunder Bay, but have a friend who needs to come to Thunder Bay for 6 weeks to complete her nursing theory courses and asked if she could stay with us and will pitch in rent. I have researched the tenant act and basically I am aware that guests are fine and there doesn't seem to be anything about a time limit, however I have found on two pages that it states that the tenants can evict you for too many persons if you are in violation of the by-laws of your municipality in regards to over crowding. Which brings me back to the issue - I can't find anywhere what the actual limit would be in Thunder Bay?!
