Implied Status - No OHIP for 7 Months

I applied for my workpermit extension a few days before it expired, August 1st. My Ontario Health Card expired on the same day as my work permit. I received my new workpermit 4 and a half months later. The workpermit was dated to start on November 18. When I went to renew my health card, they said I have to wait 3 months again for my healthcard to kick in. Why is there this disconnect between Federal (workpermit) and Provincial (healthcard)? I paid taxes the whole time I was on implied status. I never left the country. But I lose my healthcard "priviledges" because it took the government so long to renew my workpermit and Ontario does not recognise my implied status. My money is good enough for taxes during my implied status but I'm not allowed medical coverage. Has anyone else had this problem before? Any way to speed up my healthcard wait period?
