Hi Jean Pierre,

you can apply for a new PR card within six months of when it will expire. Also, by the time you apply, you need to have met the residency obligation which means you must lived in Canada for at least two years in a five-year period.
There is some more detailed information available on http://www.cic.gc.ca . You may be interested in Appendice A : Obligation de residence and Comment puis-je renouveler ma carte RP?.

I hope this helps

thank you so much
that mean the residency obligation for renew the PR still 2 years and don't change to 3 years because of the bill_24 of the Canadian citizenship
this was very important for me

and my second question was about the bill-24 of the Canadian citizenship
is this new law only for the newcomer in 2015 or for all the people

The new citizenship laws apply to everyone. It doesn't matter when you became a PR.

No - that's not true. Don't listen to your friend.

Welfare has no impact on the residency obligation calculation.
