We live outside canada Can I apply sponsoring application for
my children without my Wife? The oldest children age is 10.

It states,
If you are a Canadian citizen not residing in Canada, you may sponsor your spouse, common-law or conjugal partner and/or dependent children who have no dependent children of their own.
You can also find some additional information on the CIC Website in the Guide 3900 - Sponsorship of a spouse, common-law partner, conjugal partner or dependent child living outside Canada section.
Here is an excerpt,
If I live outside Canada, may I sponsor?
If you are a Canadian citizen, you may sponsor a spouse, a common-law partner or conjugal partner, or a dependent child who has no children of his or her own. However, you must demonstrate that you will live in Canada when the sponsored person becomes a permanent resident.
Note: Permanent residents residing abroad may not sponsor from outside of Canada. Canadian citizens travelling as tourists are not considered to be residing abroad.
If you wife is not a Canadian Citizen or Permanent Resident and you do not want to sponsor her at this time, it is important that she complete a medical as, all family members, whether or accompanying or not, will have to complete a medical examination.
It is very important that you review the information found in the on the CIC Website in the Guide 3900 - Sponsorship of a spouse, common-law partner, conjugal partner or dependent child living outside Canada section.
You may also want to contact the nearest Canadian Visa Office for specific information on your situation.
