New Citizenship Law - "Intent to Reside" Provision

new citizenship law mention that "You must plan to continue living in Canada.
If you leave Canada and live somewhere else, the government may be able to take away your Canadian citizenship" does this effect people who receive citizenship before the new law ?

Hi,
Can't understand 2 different rules for the 2 different Citizen. That means all the Citizens don't enjoy same rights.
Please make me understand.
