Citizenship Application cannot be Found

Hi,
Submitted citizenship application sept 23, received by CIC sept 26 (with canada post tracking), signature of recipient was attached.
After checking online status- cannot be identified.
called CIC, dec 4, because as per website, they are processing oct 1 2014 applications already.
CIC agent informed us that either:
1. lost mail - which is impossible, i have the signature
2. returned- never received anything at all.
CIC agent told us to resend our application.
Anyone out there with the same experience/
