Is there a winter clothes allowance for newcomers?

I Read some where that if someone arrives Canada By winter there is some money to buy warm clothing if is applicable; is this correct?

I'm from Southern California, and I just returned home for the holidays. I wore flowy dresses because it was over 80 degrees. I simply choose whatever is most comfortable for the weather. Dresses in darker hues associated with fall and winter are a great way to create a more seasonal wardrobe even when it's hot outside! Shoes make a significant influence as well. Replace your sandals with boots, slides, or other footwear. When the weather drops low enough to be comfortable, a jacket can help you achieve that look.
