Sponsorship - Passport is Missing in Pakistan

Hello everyone!
since 2012 I live in Canada as a permanent resident and my wife lives in Afghanistan, I started sponsoring her in 2013 finally on 10 June 2015 I received an email notification from CIC India asked me to transmit passport to Islamabad Pakistan to finalize processing while the rest of processing completed in India unfortunately I am from Afghanistan that's why we are homeless.
Anyways, does anyone know how to recover missing passport in Islamabad Pakistan while there is no security and no respect in there.
Sorry for headache I just want to know how can I get my wife's passport back from Canadian high commission in Islamabad while they refuse talking on the phone.
also my wife went to the CHC again they rejected my wife to enter in to the embassy because she lost all IDs with passports.
I have the tracking number TCS PK the person who received our passport has signed. I have been sending emails and fax to CIC offices in Canada and overseas but yet I don't have any respond.
any one who wants help me please respond.

Hello Anna,
finally I received piece of information from ATIP that passports handed over to Hl, in CHC Islamabad PK, but why they keep them without visa issuance since June 2015. in this stage what do I have to do ?
