Proof of Citizenship for Child born outside Canada

I am a Canadian citizen living outside of Canada for the past 5 years. My child was born outside of Canada 3 years a go. I made a short trip to Canada and while here I wanted to apply for his proof of citizenship but I I talked to an Immigration officer over the phone yesterday, she said that I have to apply at the Canadian Embassy in Ankara Turkey which is the closest to where the child lives (Iran) otherwise there will be a longer processing time.
I have the following questions:
1) Is applying should only be done from Canadian embassy in Ankara and not from within Canada.
2) If it has to be from Embassy in Ankara, can I then mail the application form to the embassy.

Thank you for sharing your situation and question with us.
You can find some detailed information in the Application for a Citizenship Certificate for Adults and Minors (Proof of Citizenship) under Section 3 (CIT 0001) Instruction Guide.
Here is an excerpt,
Once you have completed all the sections of your application, submit your application to the Canadian embassy, high commission or consulate closest to your home.
Note: If you are applying for a child who is residing outside Canada and the United States, submit the application and documents to the Canadian embassy, high commission or consulate closest to where your child resides. Submitting your child's application directly to the Case Processing Centre in Sydney, Nova Scotia will cause delays.
Regarding your second question, the Application for a Citizenship Certificate for Adults and Minors (Proof of Citizenship) under Section 3 (CIT 0001) Instruction Guide states that you should mail the application.
