Dependent - Can be a Permanent Resident?

I would like to know if i can become a permanent resident even though i came to Canada as a dependent, since we would be staying here for more than 3 years will it be possible to become a Permanent resident? and if studying at a 2 year diploma program at a college (without student visa) would help me become a permanent resident?
