Parents- Refused Application for Visitor Extension

here's the story:
my parent come here to visit me, landing at toronto pearsion airport on 26-FE-2015. we submitted out application on 02-aug-2015, and received the result on 20-dec-2015, saying "You are not eligible for restoration of your temporary resident status because your
application was submitted after the regulated 90-day period." i call the cic call centre, the agent said the stamp on the passport is "25-av-2015" but not "25-au-2015". av in french is apirl. is that possible that they use french in toronto pearson airport? some one toll me even in montreal, they use english on the passport.
