Facilitation Visa - Questions

Riyadh has advised me to obtain a Facilitation Visa, for my daughter, through the Canadian Embassy in Abu Dhabi, UAE. Could you please advise me on the process and the requirements for this visa. Will I need to travel from Oman to Abu Dhabi?
I believe I will need to provide DEC (Documentary Evidence of Citizenship) for my daughter. My daughter's application for Canadian citizenship was submitted through the Canadian consulate in Muscat in June of 2015. Tracking this application shows that it is still processing in Canada.
Will we be able to meet this and other requirements?
