Landlord Neglecting Property - Flooding

Hello ,
I have Been living in an apartment in St. Catharines for over a year , and in this time I have had multiple floods and I've contacted my landlord about the situation numerous times ,
it seems to be fixed for a few months and then continues to flood, today on september 24th it happended again I notified my landlord
and I am finding myself in a spot where he is just neglecting the property now and I am constantly dealing with risks to my health
and was looking for some information or help on this situation .
