Hello, I'm wondering what the address is to mail cheques for refugees to pay back their travel loan.

Regarding where to mail it, you can find some information on the Immigration, Refugees and Citizenship (IRCC) website in the Repaying your immigration loan section.
Here is an excerpt,

You may want to confirm this address by contacting them at:
Toll free: 1-800-667-7301,
Hours of operation: Monday to Friday, 8:00 am to 4:00 pm (Eastern Standard time)
