Ex Spouse - Refusing Medicals for Children

Good day,
Ive been seperated for my wife since 2009 abd blessed with two sons and the custody of the children is with my wife .
Ive been here in canada since 2012 and move here in Saskatchewan on 2015 and applied for my permanent residency on December 2015,last December 2016 I receive my medical request including my non accompanying sons , after asking my ex wife that the kids needs to take their medical my ex wife immediately refused, so what i did is make a letter stating that i cant make the kids get the medical cause their morher doesn't want.last march 2017 Canada immigration sent me an email stating that they only gave 30 days to get the kids medical or else my application will be refused . I again together with my family members try to convince her to send the kids to get the medical but she still is not cooperating. Before my 30 days expire i again send a letter to the Canada immigration that my wife is not cooperating and doesn't want my kids get their medical. Is there an any case that the permanent residency application been approved since the kids did not get the medical? And is there any organization that can help me with this matter?
Please let me know what to do?
