How can I get a Driver's Licence?

Hi,
I want to get a driver's license and already have a translated copy of my driving background in Mexico City.
My question is: If my post graduate work permit expired and I am just waiting for it to be renewed, can I still apply to get a drivers license?
If so, is it sufficient for me to use my Mexican passport to complete the application?
