How to Get Sponsorship Debt Info in Ontario?

Hi.
I co-signed a sponsorship agreement for my ex mother-in law and daughter in 2003. The daughter was 20 when she arrived in Canada in September 2004.

I got divorced in 2016, got remarried and applied to sponsor my new wife from outside Canada. I just received letter from CIC stating that I do not qualify to sponsor my new wife, because I failed the requirements under 133(1)(g)(i) of the regulations on immigration and refugee protection, because my sister in-law had collected social assistance, I presume.

My questions are as follows:
1) My financial commitment under this sponsorship agreement did end on February 10, 2009, when my ex sister in-law turned 25?
2) Who to call/contact to get the exact amount of sponsorship debt owed? I never received information from Ontario or federal about this debt.
3) I understand I have to pay back this sponsorship debt (or part thereof) before re-applying for my new wife, correct?
4) As a CO-SIGNER, do I have responsibility for the FULL AMOUNT OWED or do I have to pay back HALF of it?
