I am a non resident Canadian living outside Canada (in Dubai, UAE) and want to sponsor my dependent child who will be in high school next year.
To this effect, I visited a consultant for advise and he told me that the immigration visa will only be issued to my child if I leave my job / get the UAE work visa cancelled.
The reason being that relevant rule states that the sponsor have to demonstrate that he will return and live in Canada.
He also advised that even if my wife (house wife) sponsors, the immigration visa to my child will again be issued contingent to cancellation of my work visa (I being the earning hand).
We intend that my wife and son move back to Canada and I may stay back for some period.
Please advise.

Unfortunately, we are unable to provide detailed or specific information regarding specific immigration application processes.
As you already know, if you are a Canadian citizen not residing in Canada, you may sponsor your spouse, common-law or conjugal partner and/or dependent children who have no dependent children of their own. You must demonstrate that you will live in Canada once they become a permanent resident.

Complete Guide (IMM 5289), specifically under Question 6.
You may want to contact the IRCC Call Centre directly for some information specific to her situation and to confirm the information provided above. They will want to know how old she is and what type of visa she has while in Canada.
We have had some of our users previously state that they have been able to contact IRCC from abroad by dialing 1 613 944 4000. Listen to the options to get to IRCC. Then you should be transferred to the IRCC Call Centre.
Please note though that some have previously reported that it did not work for them or that it is no longer working.
However, we suggest that you may want to give it a try.
