I'll be staying in an AirBnb for my first few weeks as I look for an apartment

1) what address should I provide IRCC when I land ? Can I leave it blank?
2) Would IRCC be able to mail the PR card to a P.O.Box (in Canada?)
3) Would Ontario Gov Agencies be able to mail the cards (ID, OHIP etc) to a P.O.Box?

1. if you don't have a residential address, CBSA will give you a form to fax to them once you have one (within 6 months or you have to apply for a card)
2. No, PR cards are only mailed to residential addresses.
3. No, they are provincial, PR cards are Federal
