Is there a chance of receiving PRTD with H&C considerations when I didn't meet my residency obligation due to takin care of my disabled, old mother in my home country?

After landing as PR,over 6 years ago, I have been in Canada for only a month.

Now my mother passed away, and I'm able to resume residency in Canada.

I don't have any close family in my country.

My children and grandchildren are Canadian Citizens and

I got federal skill worker category immigration visa in year 2011 for self, wife, daughter. we had 2-3 trips to Canada but could not settle down due mother sickness and finally came down in July,2014. We even could not complete 730 days of residency obligation and were in Canada for roughly 50-60 days. Now my sister is ready to take care of my mother. Can we apply for one time travel document (PRTD) under humanitarian condition because of mother sickness. We can not apply for fast track (express entry) scheme since I am 54 yrs old, soon going to be 55 this month and wife is 54 yrs old. Our PR card was expired in October,2016 and we did not travel Canada since July,2014

Based on information on the IRCC website, you will likely need to apply for a Permanent Resident Travel Document to return to Canada. According to the IRCC Help Centre article What happens if my permanent resident card expires while I am outside Canada?:
If you’re outside Canada and don’t have a valid PR card, you need a permanent resident travel document (PRTD) to return to Canada. You can only apply for a PRTD from outside Canada. If you try to return to Canada without a PR card or PRTD, you may not be able to take your flight, train, bus or boat to Canada.


IRCC may take humanitarian and compassionate reasons into consideration for your extended stay outside of Canada. However, this is up to IRCC and it would be best for you to contact the local visa office or IRCC via web form to get more details about your specific application and what kind of supporting documents you may require.

You may also wish to consult a reputable and registered immigration consultant or an immigration lawyer about her situation.

My daughter & I went to Canada in 2005, my daughter was 2 years old then & i was divorced & custody was with me. So we both went to Canada as PR. Came back after 3 weeks. I alone went 2 times afterword and lived Canada about 2 months.

Now my daughter is going to become 18 years next year. She is very much interested in going to Canada & not happy that I have not made her in Canada. Now my questions are . 1. Can she apply on H & C grounds as removed as minor by her father 2. What are the chances of getting PRTD on H & C grounds removed as a minor? OR she should return her PR...
