Reissue PR Card W/O Meeting Residency Obligation

Hi,


Some background information:


I am a Canadian PR studying in the U.S.
Since Jan 2013, I have only stayed in Canada for less than one year because of school.


My PR card will expire in 2021, but I will be eligible for renewal at that time (as I will stay in Canada from 2019 onwards, after finishing my education in the U.S.)
Last year I requested an amendment to my landing paper because there is an error on it made by IRCC. Recently I got a letter saying that the request was approved.


The letter also mentioned that I could make an application to get my PR card reissued in order to fix the error on the card as well.
My questions are:
  • If I apply to get my card reissued (I need to submit my original card to IRCC along with the application), is there a chance that I will lose my card because I didn't satisfy the residency obligation?
  • Also, if my card actually gets reissued, will I be able to receive it while I'm abroad, since it seems like it's possible that IRCC will ask the applicant to receive the card in person?

IRCC does not mail the PR cards abroad.

The Applying for a Permanent Resident Card (PR Card) - First application, replacement, renewal or to change sex designation (IMM 5445) - Instruction Guide states,

Permanent Residents outside of Canada


If you are outside Canada and do not have a valid PR Card to return, you must get a Permanent Resident Travel Document from a Visa Application Centre or a Canadian visa office.

Important information: When you return to Canada, you should apply for a PR Card right away.


It is important to note that if you decide to apply for a new Permanent Resident Card, since you have not met your residency requirements, starting this process may also start the process to determine whether or not you have lost your PR status.

We have had other Settlement.Org Discussion Forum users state that they have been able to contact the IRCC Call Centre from outside Canada. Some of our users previously state that they have been able to contact CIC from abroad by dialing 1 613 944 4000. Listen to the options to get to CIC. Then you should be transferred to the IRCC Call Centre.

Please note though we are not sure if this number continues to work this way.

You may want to give it a try.
