Transfer from Another Province-Closed Work Permit

My friend in on employees specific work permit from BC.
Now he has shifted his location of job under same employer and has also got confirmation from Ontario.
But he and his family has been denied their first Health card from service Ontario.
Although his job location will be in Ontario for another 2 years but he is being suggested to take his health card from BC.
What should he do now.

It may be important to ask ServiceOntario what the requirements that are needed to be met in this case in order to qualify for Ontario Health coverage.
It may be a matter of speaking to the employer regarding the requirements and the specific documentation that needs to be provided to the employee by the employer in order to meet these requirements.
