Settling in a Province Different from COPR

Hello everyone,

This topic has been extensively discussed with regards to PNP immigrants, but I would like some clarification on how it works for the federal programs.
I am immigrating through FSW program without provincial nomination. Initially, I indicated my intent to reside in Vancouver, BC, so it is set as 'Destination' in my CoPR. Due to number of reasons I am currently leaning to settle in a different province, and it is not Quebec. I know that I did not make any specific obligations to reside in specific province apart from not residing in Quebec, so I presume I can go whereever I please. But this 'Destination' in the CoPR still confuses me.
I am still going to land in Vancouver. Can anyone please tell, if it is OK to tell the officer at the POE during the landing, that I am going to a different province and, for example, give him an Ontario address for PR cards delivery? I failed to find any official documents clarifying it.

You can find some official information on the Immigration, Refugees and Citizenship Canada (IRCC) website in the I am a new permanent resident in Canada. Can I live somewhere other than the “city of destination” on my Confirmation of Permanent Residence? in the Frequently Asked Question section.

Here is an excerpt,

Yes, you can. As a permanent resident, you have the right to live, work or study anywhere in Canada.

However, if you became a permanent resident through the Provincial Nominee Program, the province that nominated you has chosen you to bring skills to their province.
