Canadian PR Cancellation - Question

Hello
My friend she got Canadian PR in express entry program like one year back and as she suppose to reach Canada for further process to get PR card but due her some family issues she could not make it up and then later on few months back she got email regarding cancellation of PR as they doubted and assuming about her genuinity.
But now please any body can suggest how can make them understand that our intention was no where wrong.
For this situation to whom should we contact immediately ?
