Can we receive our PR cards outside Canada?

Me and my family did our soft landing august 2019, we were planning to stay for 3 weeks only, the officer said it might take longer than that to deliver our PR cards, my husband offered to stay behind at his friend's house to receive them but she insisted on "why the hassle?" and said she will write our address back in Egypt and it will be mailed to us when we ho back.
Now that it has been too long and we sent an enquiry to cic webform, they say we dont have a mailing address and when we provide one they will send the cards, and they are not answering our specific case.
What do we do now? Provide our address in Egypt again? Do they even deliver outside Canada?
Or was this a mistake by her and we should have it sent to our friend's house who is coming back on vacation and will bring it with him and not send it by courier or mail?
