How do I get a better job working in payroll?

Hello Everyone,
I am a bachelors in Finance & Accounting from India, I worked 2.5 years in India as a Payroll specialist, then worked as a volunteer in US for 1 year (as I did not have work visa) and working as a Jr Bookkeeper/Payroll in Toronto.
Finding job in the same sector is challenging- first as a new immigrant in Covid time, I could not get opportunity to do network. Secondly, I am shy and not skilled of doing networking. I found Payroll Compliance Certification is a good certificate on the same field and enrolled part time for it in Centennial College, but I dont know how much networking I would be able to do there as well as classes are online. Can anyone expert in this field tell me how I can get better offers? What should be my long term career goal for Payroll, should I pursue Payroll Manager Certification or go for Human Resource courses?

I have 15 years experience this accounting payroll system.
