IMPROPER EVALUATION BY WES

After Gde 12 (Called I Yr TDC in Rajasthan at that time) I did my graduation - MBBS ( 5 -1/2 yrs total including the internship) from Rajasthan University and my MD (Anesthesiology) from Pune University ( 3 years plus a submission of a dissertation). Being in the Army Medical Corps we were permitted to finish in 2 yrs which I did. A total of 19 - 1/2 yrs of hard studies and they have given an evaluation of: "Equal to I yr of medical College ...not to be used for admission to a medical college in Canada". I have appealed to them many times but they are adamant and will not consider it as wrong. Is there an appeal process?
