Canada’s entry requirements are changing

Permanent residents (PR) of Canada must carry and present their valid PR card or permanent resident travel document (PRTD) when boarding a flight to Canada, or travelling to Canada on any other commercial carrier. If you do not carry your PR card or PRTD, you may not be able to board your flight, train, bus or boat to Canada.

It is your responsibility to ensure that your PR card is still valid when you return from travel outside Canada, and to apply for a new PR card when your current card expires.

Returning by private vehicle

There are other documents you can use to enter the country.

When you return to Canada, apply for a PR card if you plan to travel outside Canada again.

Some examples of private vehicles include, but are not limited to: a car, truck, motorcycle, or recreational vehicle that you own, borrow, or rent, and that is not available for public use.

Returning by commercial vehicle: airplane, bus, train, or boat

You must apply for a permanent resident travel document (PRTD), valid for one entry. Otherwise you may not be able to travel to Canada.

You can apply to replace your PR card when you return to Canada.

We can appreciate that you would be very concerned about this situation and interested in finding out what her options are.

We can also appreciate that this would be extremely frustrating.

Unfortunately, we are not aware as to why the system may be saying she is a Canadian Citizen if she is not a Canadian Citizen, as we do not have access to that type of information.

All we can suggest is that you continue to try and contact the Immigration, Refugees and Citizenship Call Centre directly to see if they can provide some clarification regarding this matter.

Some of our users have stated that it has been easier for them to get through by dialing right when the lines open at 8 a. m.

According to the Immigration, Refugees and Citizenship Canada website in the Flying to Canada? section,


Canadian permanent residents do not need an eTA to fly to Canada, but they do need to travel with their Canadian permanent resident (PR) card or PR travel document. Otherwise, they may not be able to board their flight to Canada.




In terms of your step-mother entering Canada as a permanent resident, you can find some additional information related to returning to Canada without a PR card on the Immigration, Refugees and Citizenship Canada website in the I need to leave Canada and I do not have a permanent resident card. Child Application Returned- Missing Documents

We can appreciate that you would be interested in what your options are.

According to the mmigration, Refugees and Citizenship Call Centre, they stated that you can use a valid passport and a health insurance identification card, ie. Health Card (OHIP) as identification documents.

You can find some additional information regarding what can be used as acceptable documents on the Immigration, Refugees and Citizenship Canada website in the Acceptable documents to show identity for citizenship applications section.

Here is an excerpt,

Children of preschool age may not be able to provide two identity documents or an identity document that includes their photo. In such cases, an explanation letter must accompany their application. Officers may use discretion for preschool age children.



According to the Immigration, Refugees and Citizenship Call Centre, you do not have to repay the fees.

The receipt should have been included in the package that they returned to you.

They also stated that it is very important to confirm that the signatures on the applications previously submitted are not dated more than 3 months ago and that the pictures taken are not dated more than 6 months ago.

If you are wondering or interested in whether or not the work you have done for your employer outside Canada will count towards your residency requirements, you can find some detailed information in the Immigration, Refugees and Citizenship Canada (IRCC) ENF 23 Loss of permanent resident status enforcement manual. Here is an excerpt,

6.2 Canadian business

The definition applies to both large and small businesses, and includes:

  • federally or provincially incorporated businesses which have an ongoing operation in Canada;
  • other enterprises that have an ongoing operation in Canada, are capable of generating revenue, are carried out in anticipation of profit and in which a majority of voting or ownership interests is held by Canadian citizens, permanent residents or Canadian businesses;
  • enterprises which have been created by the laws of Canada or a province.

Note: It does not include businesses that have been created primarily for the purpose of allowing a permanent resident to satisfy his or her residency obligation while residing outside of Canada R61(2).
