Can we sponsor our Sister In Law?

Hi I and my family immigrated from Sri Lankan, so far we lived in Canada for 10 years and We all have PR. I have a son and daughters, one daughter is a Canadian citizen. I and my wife both have full time jobs.
Last year my wife's grandparents came for a visit and left Canada in 6 months. Recently my wife's brother past away at the age of 38, so now his wife(my sister in law)and son are dependent on me and my wife.
I would like to sponsor my dead brother's son and wife to Canada because their dependent on me. They would move to Canada and live with us and I will be responsible fro their basic needs. I've already checked the immigration Canada website, but I cannot find a answer there, so I kindly ask you for some advice and help to sponsor my sister in law and her son to Canada.
