Decision Made Non-Routine Application - Questions

Hello everbody,
I will appreciate your thoughts and suggestions on my case. Below is my time line:
-Applied for citizenship in October 2014
-Pre test RQ received and responded in February 2015
-Finger print provided in February 2015
-Citizenship Test on 19th May 2015, I passed the test

As I knew that the citizenship rules are going to be changed, I applied with shortage of physical presence (I have only 791 days presence) in order to be considered Under old rule. MY social ties are very strong and expected to be employed KOO methods. During my citizenship test, the CIC officer informed me that I will have to meet the CJ for hearing.

Since then I am waiting for the letter to appear before CJ. But today on 10 July 2015, I checked on line staus of my application. I found, the status has been changed from "in process"to "decision made". When I click "decision made" it doesn't give any new message. I am very much aware that I am a non routine applicant as I was issued with RQ and finger print (mentioned above). It is a month gone, my ecas status has been changed from "in process" to "decision made". I have called the call centre to have more information, but unfortunately the agens have no further infomation. I spoke to 3 people in call centre in 3 different days. They cant give any information. All have said that I have to wait for the letter from CIC. In responsding to my question regarding the time will CIC takes to inform me the decison, I have received different answers from different agents. One person said it will take 6 months from the day of citizenship test. Another person said it may take 12 months and the third person metioned that in my case up to 36 months. I am really confused. I will appreciate your thoughts around:


(1) What does it mean by "decision made"for a non routine application?
(2) How long CIC may take to send me a letter? Does CIC take 36 months to inform the decison after making decison to a no routine appicant?
(3) Anyone has similar experience?
(4) Any suggestion for me?
