Moving to Ontario From Quebec

Hi,
Currently we are in Quebec with my family (Wife, two children 3 and 5 years old)
We want to move to Burlington, we don't know anyone there but we think that city can be appropriate for us.
I need a lot of information about all, job, housing, children's school and kindergarten, etc.
We are (me and my wife) hispanics, but we are Canadian citizens, our children both were born in Canada; we want to know if we have the right to take the government's english courses?
Is any latino american cooperative to help new comers?
I'm programmer and my wife is Plublic Administrator and we have canadian work experience.
We appreciate all the information that you can give us.
