What is my mother? A PR? How to prove?

I have a few questions. My mother has been living in Canada as a landed immigrant since roughly 1970 (she was 9 and born to German parents in Germany).

She has been living in Canada since then, has never traveled outside the country, and has a SIN number, Driver's Licence, Health Card, etc.

She does not have a copy of her Record of Landing or German Birth Certificate/Passport and was never given a PR card (I'm assuming because it was so long ago).

She'd like to travel with my own family in the future. She will obviously need a Passport (preferably Canadian).

Long story short, she's looking to become a Canadian Citizen (rightfully so after all these years).

Since she doesn't have a copy of her Record of Landing or PR card, can she still apply for Citizenship without those documents?

I'd hate to waste the application fee if it's going to be automatically rejected.

(I did note the Citizenship application requests those documents, but curiously says 'write us an explanation if you don't have these'.

She was 9 when she landed and has no contact with her parents to see if they have her documents.

Could she apply if she explains she was never physically given these documents, either by her parents or the gov't?)
