Parent with PR and child on visit visa - schooling

Hi, I am a permanent resident (PR) and working full time. I am inviting my child on visit visa because, if I apply for PR then it will take one year. I will also apply for his PR once he will be here in Canada. But during that period of time he needs to attend the elementary school. So my questions are:
1- Do we need study permit for him or not?
2- Can he join the elementary school without fee or we have to pay the fee as an international student?
I could not get information what will be the situation if the parents are permanent resident and child is on visit visa.
