Returning Permanent Resident- OHIP rules

Hello,
I got my PR in Sept 2015. I stayed here along with my husband and kids for close to 10 months since then, and enrolled them in school in Mississauga. But due to some commitments, I had to go back to my country along with my children (in Jun 2016) and stay back there for 10 months ( But my husband has been continuing since then, working here). After 10 months, when I was back in April 2017 and visited a Service Ontario center, I was told the following:

1) Need to wait for 3 months as the cards of mine and my children are not valid now due to residency terms not met.
2) Need to submit bank statements since the day I landed for next 3 months
3) For the kids I need to provide school registration slips as a proof of residency.

Due to some commitments back home , I need to return to my country again by August 2017 end ( So it is a 4.5 month stay here as of now). I will come back permanently along with my kids in March 2018.

Now my concern:

Ideally I and my kids are eligible for OHIP from July 9th as the wait period is over on that day. But since I have a plan to go back in August can I still go and ask for OHIP for the remaining 1.5 months that I am eligible for? ( After the 3 month wait). I will return the cards before I leave but utilize them if needed in the eligible period .
Can I ask for OHIP coverage even though for now my residency is short term but since my husband is settled here, I will return. I mean is there a risk that they deny it next time when I am back? ( Any rule that OHIP can be reissued only for certain number of times for a returning PR?)

1) I did not register the kids for next academic year as they will accompany me . I am not sure if it is correct to register them just for the sake of OHIP for 1.5 months ( Is there a risk of a query next year when I am back if I fail to send them to school this year in spite of registering them). Is there any other way out for kids?
2) I have a Drivers Licence, will that suffice for Proof of Residency ( as mentioned in the list) or mailed bank statements a must?

Thanks for your time. Tried to explain my situation as best as I can. Any advice is greatly appreciated,
Nalini

Hello Anna ,
Let me first thank you for your response. Just wanted to share the update I have regarding my situation. Went to Service Ontario and applied for my health card which was given to me upon providing my driver's license as a proof of residence. They have given me a paper approval telling me that I will get the card through post but its been 10 days now, hope that much delay is OK.

As for my kids they cannot get a card because they are not satisfying the rules for OHIP.

I have decided to drop my kids back home and come back, stay on to satisfy the 153 day requirement in both conditions of first 6 months and 12 month period .
I will have to leave the country for 3 weeks , come back , stay to complete 153 days in first 6 months. Then I will go back and return before the 12 month period is over. Hope I am safe. If you see any risk I have not considered, please advise.
Thanks again,
