Conjugal Sponsorship

Question.

On the Canada Government website it says that you can sponsor a person if it is a conjugal relationship (family sponsorship). Yet when we did the questionnaire the answer always came up as " you are not eligible to come to Canada at this point in time".

I'm not sure how to proceed.

We are not married, nor common law but we have been in a relationship for over a year. This person is a USA citizen. We visit each other regularly and want to be together but we don't want to put an applications in if it is going to be flat out rejected.

Am I missing something here? I heard there are some exceptions to American people when it comes to immigration. If anyone could give me some advice that would be greatly appreciated.
