Police Clearance for time before Landing

Hello

I landed in Canada in December 2014 (3 years 2 months from now) and I have now completed my 1095 days required for citizenship. However, while filling in the form for citizenship, i found that para 10 b says

"Within the last 4 years, if you spent 183 days or more in another country (other than Canada), you must provide a police certificate. You must provide a police certificate for each country where you spent 183 days or more."


As per this condition, everyone who was in his parent country before landing (in last four years) is suppose to provide police certificate. Whereas, as per procedure everyone has to provide police clearance as part of immigration process as well.


Kindly guide us how to go about. ICC website does not mentions about this. Call centre agents are also not clear as one of them told me to provide certificate whereas on another call other agent says no.
