Topic: Residency Obligation & Sponsorship of Wife

My husband went to Canada on Immigration in 2014 with his first wife & kids & returned back after spending six months there.

Upon return he got divorced & then we got married in 2015.

Though we immediately applied for my sponsorship from our home country but due to some technical issues our case was rejected in 2018 (mainly because he could not sponsor his wife while staying outside Canada) .

My husband went back to Canada in February 2019 & on arrival no question was asked about his residency obligation or his absence.

Since he has not yet completed his residency obligation , can he now sponsor his wife immediately ?

is there any way for me (his wife ) to join him asap.

( I have previously visited Canada before getting married & also currently holding USA visa for five years). Please advice.
