At the above link it reads
"An Act to amend the Citizenship Act and to make consequential amendments to other Acts
ASSENTED TO
19th JUNE, 2014
BILL C-24"
Does this mean the Act is enacted and has come into force?

I think i have a question that it is in the mind of a lots of people, How does this new amendment will affect my citizenship application, i am going to apply for citizenship by the end of 2014 !

Depends when the Act is enacted. If it is enacted after you apply no problem, if before you apply, you must meet the criteria of the new Act.
