Do I need the Medical Surveillance for PR Card?

We have received some information from one of our researchers.

Medical surveillance means that public health authorities will monitor the condition of an applicant after arrival in Canada (R32). Surveillance is required for applicants who have diseases of public health significance. Currently, these conditions include inactive tuberculosis and treated syphilis.

In order for the public health authorities to initiate the surveillance process, they must know who requires surveillance, for what medical condition surveillance is required, and how to contact the client in Canada.

A Medical Surveillance Undertaking form IMM 0535B is used to notify the public health authorities that a client has entered Canada and requires medical surveillance.

You said that you already received the Undertaking, you should also receive a handout, with information about the next steps that you should take after arriving in Canada.

Usually, the handout is given at the port-of-entry.

For information on what to expect after you arrive in Canada regarding the medical surveillance procedure, please check Appendix B (page 13) at the end of the following document which can be found at the link below.

You will have to identify which illness was noted on your Undertaking and then read the procedure corresponding to that illness. For example, if the illness identified to be of concern is Tuberculosis, read the section dealing with that illness. Phone numbers are also listed for each province.

For example, when you call the number for Ontario (1-888-608-6880) you will be asked in which city you live. The operator will then give you the number for the health authority in the city you indicate (for Toronto, it is 416 392 7401).

To clarify, you received your permanent resident visa. This does not mean that you are a permanent resident yet. When you come to Canada, the port-of–entry officer will have to be satisfied that you still meet all the required conditions for permanent residence. If the office is satisfied that you meet those conditions, you will receive permanent resident status. At the same time, to answer your question, medical surveillance does not mean that you will not receive permanent resident status because you are under medical surveillance. Medical surveillance is a follow-up procedure. So, if you otherwise meet the other conditions for residence, you should receive permanent resident status and a PR card will be mailed to you. You do not have to apply to receive a PR card.

When you receive the handout at the port-of-entry, follow the instructions in the handout. You will still have to notify the health authority in your city that you only intend to stay three weeks and they will inform you what to do further, if anything.
