Applying for Travel Document without a PR Card

I am planning to travel alone to Philippines urgently and don't have the PR card yet. My family and I landed in Toronto as immigrants last July 8, 2011 and until now we did not receive our PR cards. The CIC call centre agent told me that the problem is about the "photograph". I was advised to apply for a Travel Document (Permanent Resident Abroad) IMM 5524 if I want to travel outside of Canada.

Is a Travel Document a guarantee that I could come back to Canada without any problem? Or would there be no problem during the process? I ask these questions because I heard a story of someone allegedly of the same case who was not able to come back and has to do the immigration process again.

Please advise as I have second thoughts of leaving.

Hi,

My husband has applied from UAE for a travel document. We are due with our baby in the last week of August (which is the current month) and the Embassy is not able to tell him whether it will take 10 working days, 15 working days or a month.
It is really disturbing for new immigrants to get a hold of such policies and tiresome procedures. The PR travel document should ideally take 1-2 weeks max!! since all the info is the system already! any idea when he can get the PRTD? It has already been 10 days since he applied and they are saying it could take upto a month!

How long will it take to apply for a travel document in manila? And the requirements


Hello,

Thank you for your question.

Leaving Canada without your PR card is not problematic, but you will need a Travel Document from your local visa office to re-enter Canada.

If you are outside of Canada and you do not have your PR card or your card has expired, you must apply for a Travel document (permanent resident abroad) (IMM 5529) at the Canadian Embassy in Manila, Philippines before returning to Canada. The travel document is only valid for one entry. Once you are in Canada, you should apply for a PR card.

If you return to Canada aboard a private vehicle, the PR card is not mandatory. You can use your immigration paper:

Record of Landing (IMM 1000); or
Confirmation of Permanent Residence (IMM 5292).

An officer will ask you questions to see if you meet all of the requirements before allowing you to come back to Canada.

From my understanding, you need to apply for a Travel Document from the Manila office.

As mentioned previously in this thread, from the excerpt quoted, there is a link to the application, documents checklist and instruction guide:
