Visitor Visa while waiting for PR

Hello All, I am looking for some guidance. I have submitted the application for my husband's PR, and we are still in the stage 1 of teh sposnsorship approval.
The processing time keeps increasing and we are now into 50+ days. My husband's application will be going in Vienna where the processing time is 14 months.
I cannot go back and forth too often due to work schedule, but i would want to spend a few months with my husband. he was declined previously for a visitors visa and the remark said to go thru family class sponsorship which we did. Is it a risk to apply again? Will that affect the permanent decision? He will go back after the visa expires and he will not be without the status, however, how do we prove that to the visa officer? p.s. i am a Canadian Citizen, and i have recently changed my citizenship certificate to reflect my married name (same as my husband's) Thank you

Hello,
Thank you for sharing your situation with us. We can appreciate that it would be frustrating to have such a long processing time.
We have had others ask similar questions regarding applying for a visitor visa. Unfortunately, there are no guarantees that your husband's visitor visa will be approved.
