Rent Increase - Higher than Ontario Standards

Hello
I just recieved an email from my landlord saying he is going to request a Levy to increase my rent higher then the regular Ontario standards.
I just moved in this home June 1 2014 and signed a 2 year lease.
Is he allowed to do this?
Also the rate of rent that I am paying was negociated based on signing a 2 year lease.
