I have become a PR on April 2014 and have a fiance working in Dubai, UAE.
What would be the easiest and fastest way to get him here?
He does not have a university degree and does not have the skills for the federal skills worker visa.
I am thinking going the student route would be the easiest and fastest but would CIC have an issue with me financing his studies here?
How can we prevent CIC from thinking our relationship is fraudulent...since the majority of our relationship is long-distance?
If he comes in as a visitor and we get married--can I sponsor him then?
Can he work while the papers are being processed?

As you stated, you can apply for him to come as a visitor, however, there are no guarantees that his visa will be accepted.
