Neighbours Smoking Marijuana - What are My Rights?

Hi there
I'm renting.
My neighbors are 2 adults who smoke marijuana several times a day. Sometimes they do inside their home (but with all the windows open), other in their backyard.
I can not leave the yard with my 2 young children, because the smell will not support that.
Sometimes the smell enters my basement, where I have the TV and game room of my children.
I know it should not bother the police for this and do not want to have problems with my neighbors, but it is much smell marijuana and fear that this is harming my children.
But what I can do?
what are my rights?
I can call anonymously from somewhere?
