Can I use my Passport if it is still Valid?

Hi
I m PR under convention refugee category, I want to visit my kids and and wife as I m not able to go back home I want to visit them in India .
From January 2014 India is not issuing visa on travel documents, can I use my seized passport to travel to India if it s valid.
Pls help me guys because I really miss my wife and kids
