Hello everyone!
I'm gonna tell you about my issue and will be as brief as possible

Im waiting for my permanent residence card and want simultaneously to apply for travel document,however I have no original PR CARD yet as Im expecting to get it on september 16th,so my first question is can I apply for travel document using CONFIRMATION OF PERMANENT RESIDENCY as my proof of citizenship?

Can I apply for travel document here in Toronto passport Canada office?

I already applied for travel document but it was refused because I sent copies of confirmation of permanent residency,not sure was it rejected because of the copy or because they did not consider COPR as a valid document?

Yes - you can apply for a travel document using your CORP. Note that your CORP doesn't prove you are a citizen (you aren't a citizen). The CORP is proof you are a PR.

No - you can't apply for a travel document from Canada. You can only apply for a travel document through a visa office outside of Canada. If you tried applying from Canada, your application would have been refused for this reason. You need to wait until you are outside of Canada.
