How to apply, processing time, if you're outside of Canada...

Is my PR status valid outside of Quebec?

Dear madam/sir

I am permanent residence in Canada and I am immigrated in this category (Quebec-selected skilled workers). But I did not landed in Quebec and not living in Quebec and after 6 months I will apply for renew my PR card and my question is:

A lot of peoples told me that my situation is illegal in Canada, because I am immigrated as Quebec-selected skilled workers, but live in Toronto and even the landing I did not landed in Quebec please I am so worry and afraid from that and my friends also told me that I will not be able to apply for the citizenship please tell me if this true or no?

According to a call centre agent at the Ministère de l’Immigration Diversité et Inclusion, as a Permanent Resident of Canada, you do have mobility rights. This means you can live and work anywhere in Canada. However, applying under a Provincial Nominee Program and immediately moving to another province may be seen as misrepresentation.

You might find it useful to read the Provincial Nominee Program manual (OP 7b).
