Noisy Neighbour Resolution?

Hi all,
First-time poster, sorry if this is posted in the wrong place or it's not really your bailiwick.
I have just moved and I have a problem with a neighbour who is not doing anything illegal or even (intentionally) obnoxious and I am not sure what my options are, if any.
My downstairs neighbour has a ceiling fan which is very loud. Part of my floor vibrates and the bedroom has a "wumwumwum" kind of sound that goes on for hours. It affects my sleep and my overall enjoyment of my own space. I don't suppose I can make them stop using their fan, but can I ask my landlord to do something (replace it with a quieter one? Install soundproofing?) about it? It really affects my quality of life right now.
